Nope! Japanese is the main language. Japan doesn't see to have ESL the way America does, since it is relatively uncommon. They do have a teacher dedicated to help Marcus during Japanese class, and then the have translation voice things - like babelfish - that they use for tricky or important things. But mainly Japanese only!
This is good that he's learning Japanese as his first language! He's still young so his dual language learning abilities are still really sharp. It pained me learning Japanese in high school and beyond and it hasn't quite stuck - I need to be immersed in Tokyo to remember anything.
